When I removed XBL form controls from the build, the default skin became modern
due to the build order of embedding/browser/chrome (i.e. the order that skin
lines appear in installed-chrome.txt).
IMO, having the default skin be determined completely by the build order is
really fragile and doesn't make all that much sense. We should use an explicit
select line. The old nmake system did this but gmake never has. Patch coming up.
