now that bookmark keywords has been implemented (see bug 159497), this option
(as a textfield in the Get Info window) is also available for tab groups
(bookmark tabs). however, currently it does nothing.
chatted with sfraser, who suggests that the keyword should simply load the
bookmark tabs. (replace, to be consistent with other similar behavior.)

if this isn't implemented, should the keyword field just be removed from the UI?

I suggested the same UI change before keywords were implemented at all, but it
was vetoed. See bug 167793.
Probably no sense in pulling the field if this is going to be implemented
reasonably soon.

Fixed. Tab groups can now have keywords, and items within that tab group can
have %s in their location.

vrfy'd fixed on 10.2.2 with 2002.12.04.04. keywords for tab groups work nicely.
also, i was able to use %s in combination with keywords for searches in a single
web page, as well as a group of tabs (woohoo!). the %s needs to be in the
location field of the individual tabs, of course, not for the tab group (well,
there's no location field in the Info dlg there anyhow).
