Preconditions:
• Private window opened

Steps to reproduce:

1. Go to https://www.shutterfly.com
2. Observe the behaviour.

Expected Behaviour:
The page loads correctly.

Actual Behaviour:
The page is blank.

Notes:

1. Reproducible regardless of the ETP status
2. Not reproducible in Normal mode
3. Reproducible on Firefox Release as well
4. On Android 13 reproducible in both Normal and Private, regardless of the ETP status

This bug doesn't seem to be related to tracking protection because the issue still presents if we disable ETP. It's more likely to be the missing API in PBM. However, I didn't see any console messages that suggested this. But let's block the PBM missing API meta bug for now.

Doesn't seem to reproduce anymore on Mobile or Desktop, tested both STRICT and PBM separately. Closing as WFM.
