Steps to reproduce

Select more than 20 tabs and share them to a different Firefox browser with the Firefox "Send to Device" feature.

Expected behavior

All tabs are "sent to device".

Actual behavior

Only the 20 tabs are sent. The selection seems fairly random.

Device information

• Android device: Xiaomi Mi A1
• Fenix version: Beta (84.0.0-beta.2) -> Nightly (201205 17:02)
