1811314 - First time toggle display duration: Nimbus integration

User story
As a product manager, I need to be able to control the display of the first-time toggle via Nimbus, so that it can be displayed to users when they are most likely to benefit from PiP.

Acceptance criteria

1. Display duration/timeout is measured in days after the first-time toggle was displayed for the first time.
   Once the number of display duration days is met, the first-time toggle is transformed into a regular toggle, even if it wasn't clicked.
2. Default display duration of the first-time toggle is 28 days.
3. Default display duration is available as a variable via Nimbus.

Re displayDuration - let's only introduce it as a new Nimbus variable in the feature manifest for now.
We'll test the control with 28 days value, and then will see if we want to release that into the stable channel.
