Steps to reproduce
From a first run copy of Fenix
Set Autoplay in the permissions to "Block audio and video
Open https://www.livescience.com/mars-rover-perseverance-back-to-work-photos
Scroll down to "RECOMMENDED VIDEOS FOR YOU..."Expected behaviour
Video should not play
Actual behaviour

Hello,
I also have this issue on major news websites located in France: https://www.lemonde.fr/ ; https://www.lefigaro.fr/
I have also set the option as indicated.
I am on a limited data plan so videos being automatically downloaded and playing are a trouble...
Latest Firefox version on Android 13.
Please look into this :-)

I can reproduce in Firefox 119. I set my Autoplay permissions to "Block audio and video", but the video and audio both auto-play when I load https://www.lemonde.fr/planete/video/2023/11/02/de-la-bretagne-au-nord-de-la-france-les-images-de-la-tempete-ciaran_6197877_3244.html
Does "Block audio and video" work correctly for you on other sites? I wonder if this is a Firefox bug or if these sites are somehow working around the auto-play restriction.

With "Block audio and video" enabled, I can still reproduce the bug in Release 119 and Beta 120.0b8, but not Nightly 121.
I don't know why I can reproduce the bug in 120.0b8 (and 121) when it works correctly for Vincent in 120.0b5. I doubt this bug was fixed in Nightly 120, but then somehow reintroduced in Beta 120.0b8 but not Nightly 121?? Seems more likely that this is an intermittent bug or I didn't configure my block settings the same in my Beta and Nightly profiles.
As for next steps, maybe we should test again when 120 hits the Release channel in two weeks (Nov 21). I'll check back then...

This issue is still reproducible on the latest Beta 121.0b1.
I also managed to reproduce it on the latest Nightly for 121, from 2023-11-20 (The video from https://www.lemonde.fr/planete/video/2023/11/02/de-la-bretagne-au-nord-de-la-france-les-images-de-la-tempete-ciaran_6197877_3244.html doesn't load at first but with a short pause it automatically retries and the video plays).
Same with the latest Nightly build (122.0a1 from 2023-11-21).
Devices used: Samsung Galaxy S23 Ultra and Samsung Galaxy Tab A7 (Android 13).

With FF 122.0b9 (Build #2015997175), despite "Block audio and video", Firefox plays the video at the following URL with audio on (with sound): https://www.europe1.fr/societe/blocages-routiers-en-occitanie-explosion-a-carcassonne-les-agriculteurs-en-colere-4226100?at_medium=Fan+Page&at_campaign=Twitter&at_creation=Europe+1

I was able to reproduce the autoplay not working for mentioned sites above, but once you update the about:config settings for media.autoplay.blocking_policy, the videos are blocked. By default, autoplay is activated by any user gestures including accepting or declining cookie banners.
