1811900 - Exposed required and optional permissions on GeckoView

We are exposing WebExtensions properties here, we need to exposed some additional properties in java to facility consumers to know which permissions are required, or optional (including host ones), an example can be found here.

We'll need to keep in mind the changes to optional and required permissions between MV2 and MV3. We should still be able to have a single permissions screen but MV2 will show required permissions for things like websites that will be optional in MV3.
