Update the mini month calendar header - behaviour and UI of the year and month navigation system

Update the minimonth calendar header - behaviour and UI of the month navigation

Month will become a dropdown of 12 options. This replaces the month label visually. The left and right month navigation will be kept.

Related to bug 1815075, which addresses changes to the year navigation.
