Attachment: Bug 1812587 - enable overflow:overlay unconditionally in its test. r=jgraham

Bug 1809851 added the test but the tested 'overflow:overlay;' CSS rule is only
enabled in Nightly. Found no bug to enable it for beta and release.

Verified on todays beta simulation and the failure seems to be fixed with the patch attached
