When users have selected reduced motion in their OS's accessibility settings (or in Firefox about:config, "ui.prefersReducedMotion" is set to integer 1) we should suppress the transitions used in the about:welcome modal.

Per discussion with :aminomancer and :pdahiya on the revision, the existing rules are sufficient to remove animations, and removing the opacity transition isn't desired at this time.
