Automate the process for an existing CA POC to add another POC for their CA to CCADB and enable them with CA Community license.
Likewise, enable an existing CA POC to indicate when a POC for their CA is Obsolete.

One potential approach: Bug 1711591, Add CONTACTS tab to Add/Update Root Request Case type
