Swipe to change tabs doesn't work in Androids one-handed mode when the toolbar is moved to the top of the screen and scroll to hide toolbar is off.

Steps to reproduce:
- Activate one-handed mode in settings on Android 13 on a Google Pixel 6a In System -> gestures -> one-handed mode
- Go to Firefox settings -> Customize, and ensure the toolbar is positioned at the top and that "Swipe toolbar sideways to switch tabs" is turned on
- Go back to the main browser screen and activate one-handed mode by either swiping down at the bottom of the screen, or by using the accessibility button.
- Attempt to change tabs via gesture
Actual results:
The swipe gesture ceases to work on the toolbar. Resulting in nothing happening whenever the toolbar is swiped.
Expected results:
The toolbar should have worked exactly the same as it does when one-handed mode is not active. All other toolbar buttons continue to work as expected
