Swipe to change tabs doesn't work in Androids one-handed mode when the toolbar is moved to the top of the screen and scroll to hide toolbar is off.

Steps to reproduce:

  1. Activate one-handed mode in settings on Android 13 on a Google Pixel 6a In System -> gestures -> one-handed mode
  2. Go to Firefox settings -> Customize, and ensure the toolbar is positioned at the top and that "Swipe toolbar sideways to switch tabs" is turned on
  3. Go back to the main browser screen and activate one-handed mode by either swiping down at the bottom of the screen, or by using the accessibility button.
  4. Attempt to change tabs via gesture

Actual results:

The swipe gesture ceases to work on the toolbar. Resulting in nothing happening whenever the toolbar is swiped.

Expected results:

The toolbar should have worked exactly the same as it does when one-handed mode is not active. All other toolbar buttons continue to work as expected
