User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:109.0) Gecko/20100101 Firefox/109.0

Steps to reproduce:

1. Use macOS 10.15.7
2. Change config browser.tabs.min_inactive_duration_before_unload to 10000
3. Leave some tabs untouched to make them inactive after 10 seconds

Actual results:

None of them were unloaded

Expected results:

They should be unloaded

I managed to reproduce this issue on:

• Firefox 109.0;
• Firefox 110.0b7;
• Nightly 111.0a1;

Tested on:

• macOS 12, macOS 10.15;
• Windows 10;
• Ubuntu 22;

Setting as NEW.
