Fork from https://bugzilla.mozilla.org/show_bug.cgi?id=1773551#c16. Because Transient user gesture activation would cause the result fallback from allowed/allowed-muted to disallowed and this is the only situation among different user agents would cause that.

Also, we don't use it as the default policy and it might be not that useful because as I know most users complain bout the default policy would use Click-to-play policy, not Transient user gesture activation policy.
