as per bug 1708374, we will turn off our CI coverage of win/aarch64; this can be revisited later in 2023 or early 2024.
I see these steps:
- remove scheduling of task: anything windows related in this query
- ensure no jobs scheduled on other branches, if so, uplift patch from #1 to other branches
- remove all other code from tree related to win10 (here and in manifests)
- hand off to relops and turn off the win/aarch64 device(s) and free up the machine slots (which can be used for phones or a reduced contract)
This should be fully completed by the end of February, ideally sooner than later.

this will need to be uplifted to beta/release. Probably beta, then let it ride the trains to mozilla-release. The other cleanup in step #3 can be done
