Confirm autoplay is disabled
Visit https://kotaku.com/latest
Scroll down to the current promoted video (as of 2023-02-01 23:11 GMT-500, it's "The Week In Games: Deliver Us To The Future")
Change tabs
Return to tab with listed site

Actual results:

Video starts playing without user interaction

Expected results:

Video should be prevented from playing

Issue may be sporadic; I experienced it on another site earlier today, but am not currently seeing it on kotaku.com. There are no known configuration changes on my end since filing the bug report.

Something somewhat similar happens when visiting https://civitai.com. When autoplay is disabled, video won't play. However newly loaded video through lazy load will then play. That behavior will persist whenever the user clicks a link and navigate the website up until the page gets refreshed (F5).
