1814869 - Re-evaluate download notifications from a privacy POV

Showing an OS notification for the download state also means that details about the user activity might become visible outside the app even if Focus is locked.
This also means that currently, the downloaded files names are visible even after the app is closed and removed from recent tasks (if the notification is not dismissed manually).

We should consider removing the notification in some cases (only if it's already completed at the moment the app is closed? ). This doesn't mitigate the problem with activity details visibility while the app is in the background and even locked.

One other alternative that could solve both problems would be showing an in-app notification for the download state https://bugzilla.mozilla.org/show_bug.cgi?id=1814863
