Menulists work because we make sure the active item is scrolled, but for menupopups it doesn't.
This is technically a regression from the flex emulation work, though I'm not sure it's particularly important to fix.
It seems this could be an issue with massive bookmark lists, but I don't think anybody has noticed (and it was an issue on Wayland before due to how popup positioning works there).
