1815868 - ubuntu-based docker images no longer build

It looks like as of the most recent update to ubuntu 18.04 and 20.04 images on docker hub last week (images dated 20230126, uploaded to docker hub on 20230201), NSS docker images based on them can no longer be built. I think this is due to docker on the CI host being too old and not supporting a newer image format.

As of the images dated 20230126, our docker-in-docker-based image build
process dies trying to retrieve the base images.
