Steps to reproduce:
1- Add an image in your mail
2- Configure the dimensions to any % width you want
3- Don't touch the height measures
Actual results:
The image width conforms to your set %width BUT... its height don't adjust proportionally and keeps its original height.
Expected results:
The height should adjust proportionally to the width when the former is configured as a % of the window pane; and vise-versa.
If you set manually the other dimension to the same % as your first dimension, you get anyway a distorted (disproportionate) image.
When setting a width to a % window width, the other dimension should adjust automatically according to the first dimension in the window.

Does this also reproduce when using version 115 started in Help > Troubleshoot Mode?
If it does, and you have not already done so, please list complete steps to reproduce.
Same in 115 (Troubleshooting mode also).
Procedure:
1- add an image in the reply pane,
2- double-clic on the image.
3- go to the "Dimensions" tab,
4- select the custom dimension button and check the "retain proportion" checkbox,
5- set the width units to "% of the window" (the "retain proportion" checkbox grays out),
6- put 50 as a %
7- press "Enter"
8- The image width reduces to 50% of the reply window BUT... its height does NOT resizes proportionally,
9- Resize the rely window,
10- the image width resizes to 50% of the reply window BUT... the height remains unchanged !!!

11- if you add a "height" of 50% of the window, then the image gets disproportionned anyway...
