User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:109.0) Gecko/20100101 Firefox/110.0

Steps to reproduce:

Navigated to page with vertical scroll.
Mouse is wireless, but I tested with wired mouse afterwards.

Actual results:

Mouse wheel scroll does not work for scrolling, works with Ctrl for zoom.

Expected results:

Content of the page should move up / down on the scroll.

The Bugbug bot thinks this bug should belong to the 'Core::Panning and Zooming' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
