Once CTAP2 support is in release, we can remove the security.webauthn.ctap2 pref and the (significant amount of) code that is only enabled in the false case.

I'm marking legacy U2F removal as a dependency because I have work in progress that routes all legacy U2F calls through code that will be removed as part of this bug.
