[Maintenance] Update Web-Locks WPT to use absolute paths
To keep the web-locks tests consistent across external and internal
WPTs, we need to remove the relative paths used (since they do not
resolve when used in the wpt_internal directory). They are replaced
with the absolute paths to the same resources.Change-Id: Id53420232887be615a1e84db3ac427baf015b1c9
