Would it be possible to create a new herald rule to add #webrtc-reviewers as a blocking reviewer to any changes made to files under /third_party/libwebrtc and all descendant folders excluding such changes on the rELM repository?

For context the elm repository is where we stage new libwebrtc updates and and flagging those commits could create a lot of noise.
