1817233 - Paste + Select All + Cut copy the content incorrectly

Steps to reproduce:

1. Open any webpage
2. Copy some content in the webpage
3. Click the address bar (all the content is now selected)
4. Paste the content by using keyboard
5. Select all by using keyboard
6. Cut by using keyboard

Actual results:

The content in the clipboard is the URL, not the content copied from the website.

Expected results:

The content in the clipboard should be the content copied from the website.

I was able to reproduce this issue as well, after pasting somthing in the URL bar, Selecting all and then Hitting Ctrl X in order to cut, when pasting it will just paste the initial URL instead of the selected text.

I do not see this behavior on webpages currently (Mac FF 122).

Actually, I do see this behavior consistently but only when content that has multiple lines is copied.
It does not happen if I only copy one word or line.

Issue is reproducible on a 2023-02-16 Firefox Nightly build on Windows 10.
Verified as fixed on Firefox Nightly 138.0a1 on Windows 10, Ubuntu 22, macOS 14.
