Steps to reproduce

1. Have swipe gestures on instead of navigation buttons
2. Tap into Firefox address bar
3. Open the search engine menu
4. See that the menu is overlapped near the bottom of the screen by the keyboard down button

Expected behavior

The search engine menu should be the top most item

Actual behavior

The keyboard down button is above the search engine menu
