We plan to roll out Android TCP in Fenix 111, so we want to enable TCP by default in Fenix 112+.
See bug 1798359 for how TCP is enabled in A-C.

Nightly 112.0a1 (2023-02-27)
Device used to test:
OnePlus 5 (A5000) - Android 10
In order to validate this ticked I tested the following scenarios:
- checked the onboarding card to see if it is correctly displayed;
- this ETP is present in Settings;
- I've ran the test cases related to ETP feature;
All scenarios are passed and no issues were found.
