Re-engagement notifications prototype
To test our ability to create local notifications, and to get data about how users interact with such a notification, we want a local notification hard-coded into the app that gets triggered 48 hours after the user first uses the app, unless they return to use it a second time in that period.
(This implementation is done and an experiment was conducted in v109 - will clean up this ticket to reference the appropriate materials later)
