Permission handling
Android 11 and 13 made some changes to the way that permissions work. If we do not address these changes, users on those versions of the Android platform are liable to wind up with key functionality missing from Firefox. A particular worry centers around notification permissions & the extent to which we're relying on this surface as a user growth lever. If a large portion of Android 13 users don't enable notifications instinctively, we will be losing the opportunity to reach them through that channel.
