I haven't investigated this fully, but what it looks like is happening is on Windows, when NSS is configured as a server to require a client authentication certificate (e.g. by mozilla-central's ssltunnel), the connection gets reset, resulting in the "connection reset" error page rather than the "you didn't send a client authentication certificate" error page.
This may be related to bug 68869.

Doesn't seem like it's a big issue. Certainly doesn't affect Firefox directly.
