Can't access macOS dock or menu bar if hidden (in system preferences) and Firefox playing in full screen mode

Steps to reproduce:
I am on macOS 13.2.1 with dual monitors.
On one monitor, play a video in full screen mode (I have tested on HBO Max and YouTube) on monitor 1. On monitor 2, have a different Firefox window open and focused. Move your cursor to either the top or bottom of the screen on monitor 2.
Actual results:
The menu bar and dock do not reveal.
Clicking off of the focused Firefox window on monitor 2 to the desktop or a different application results in the menu bar and dock revealing once you hover your mouse in the appropriate areas.
Expected results:
The menu bar and dock should reveal themselves. I have tested and verified such behavior exists in Safari.

I would also like to note that his behavior does not occur when the Firefox window is maximized (with the green button in top left of window) and then content is played in full screen. This behavior only results when a normal window on the desktop plays full screen content.
