1819529 - Add a test for cookie clearing in time span

We have bad test coverage for data clearing in time range. To add test cases for cookie clearing to browser_sanitize-timespans.js we need to make some changes to the cookieService as well to be able to create cookies with a custom creation time that lies in the past.
