This was seen during a benchmarking study we did recently. There were a few participants who faced this issue.
Essentially, they deleted their history either from the history tab or from data management in settings.
There were 2 bugs seen.
1.) See attached video.
Steps of what happened(unable to reproduce).
- The user deletes everything from the history tab.
- The history tab shows an empty page.
- User goes to reading list or bookmarks or any other tabs.
- Comes back to the history tab and still sees 3 tabs in history, but in the recent session post deletion, they haven't accessed or opened any tabs.
- They delete it again.
- Now they see 1 tab in history without accessing any new tabs.
- 3rd time is the charm, this deletes everything successfully.

2.) After deleting everything through data management from settings, the user still sees a cached view of the previously accessed tabs in history.
