This is probably the same failure as bug 1819925, and the corresponding Chromium bug is https://bugs.chromium.org/p/chromium/issues/detail?id=1365368 . Both Gecko and Chromium fail in the same way; only WebKit passes. We should probably check that the test is correct...
I believe this is a test bug, and it will be fixed by https://github.com/web-platform-tests/wpt/pull/40831 .
