Details
The purpose of this issue is to implement a UI feature that displays the progress and status of language model downloads in a popup window. This will provide users with real-time feedback on the download progress and status, which will enhance their experience and reduce confusion.

UX has provided a flow for how the panel should work. I'm changing this bug to be about implementing that flow, which includes the error messages.

I realized this description is a duplicate of Bug 1820247. I will keep this one as making sure to audit that we are showing all the error messages. This bug may be closed by Bug 1820247, but I think it's still worth tracking separately.
