1820793 - Enable global cookie banner rules in Nightly

This is controlled by the cookiebanners.service.enableGlobalRules pref. We already have some global rules in the list. They are ignored if the pref is disabled.
When enabling the pref we should make sure to not invalidate testing for v1. For testing we can simply disable global rules the pref.
