Please note that this PR has still not been merged upstream! That means all the tests relying on the H3 server probably fail upstream.

The upstream tests are not in fact failing: https://wpt.fyi/results/webtransport?label=master&label=experimental&aligned&q=webtransport

We do need to resync how we enable h3 upstream and in m-c, but it is in fact enabled in both places.
