once bug 1779473 is landed, it will be possible to add the support to manifest test selection, ./mach try auto, mochitest, xpcshell, marionette, firefoxUI, etc. - to all have support (and a basic unittest) using .toml in addition to .ini.

We need to ensure that taskgraph has the ability to choose which format we are using or at the very least dynamically support them (if .toml exists use it, otherwise use .ini, if both exist use .toml).
