given that we have bugs to outline work for mochitest, xpcshell, reftest, and wpt harnesses- the remaining harnesses should be considered for running integration test and auto retry on failure. Not all will be applicable, any task that isn't setup with this should be evaluated.

The result of this bug will be new bugs blocking the meta bug for os integration test (bug 1821462) which have the specific harnesses to modify.
