Once we've got our strings settled, we should move migrationWizard.ftl from locales-preview into locales proper.

I don't think this blocks enabling the new wizard in Nightly-only, but certainly would block it riding the trains.

I disagree, because the risk is to enable it in Nightly, then forget. This happened before, with localization enabled at the last minute before merge day.
I also hope the churn on content to be limited once we decide to enable it in Nightly, because the internal review will have already happened.
