The other CBH promotional UI elements are enabled in early beta or earlier, so we should follow the same trajectory for the PB newtab promo, before ultimately enabling it on release.

Punam, I think if we land this patch today, it will land in 113 nightly, and then the soonest it will reach beta is 113 beta, and the soonest it will reach release is 113 RC. So, I'm pretty sure that means we don't need a check at all, and for this patch we can just toggle the pref to true without checking EARLY_BETA_OR_EARLIER. In which case we'd just do bug 1808611 now?

Some info on release plan from Romain:

Hi, we enabled on nightly and early beta to facilitate QA and bug reports, we don’t need the private new tab promo at this point (would drive too much traffic to theb feature
Also please note that we have to run a revenue study in 112, which likely will impact or release timeline for 113, I’ll let you know when timelines become clearer but it’s likely we’ll have to puch the reloease timelines to 114 based on the revenue study

For now I think we can leave the fix version alone but backburner this for a while till there's more details.
