Attachment: Bad frame showing next panel before animation

STR:

1. Visit a page with trackers.
2. Open the Tracking Protection panel.
3. Click on a tracking item to see the list of tracker domains.

The destination panel flashes briefly, covering half of the right side of the popup before disappearing and then the sliding animation moves it into view.
