1822829 - Pinned tabs are squishy

Steps to reproduce:

1. Create a browser window with at least two pinned tabs and three non-pinned tabs.
2. Make the browser smaller until the tab bar becomes scrollable. Alternatively, keep opening more tabs until the tab bar becomes scrollable.

Expected results:
The pinned tabs should stay where they are.

Actual results:
Before the tab bar turns scrollable, the pinned tabs are squished closer together.
