4. Play a video

Expected result

• PIP button is visible

Actual result

• PIP button is barely visible because it is covered by the Controls container

The simplest thing here might be to add a toggle policy to this block to move the toggle up a bit - maybe to one quarter of the height of the video?

I was able to reproduce the issue on Win11x64 using FF build 128.0.
Verified as fixed on Win11x64 using FF build 130.0b7.
