Steps to reproduce:

Updated to Firefox 111 (Windows 10).

Actual results:

When starting Firefox, blank window opens and stays frozen indefinitely. Problem is resolved by deleting permissions.sqlite in my profile. Have reproduced on two different computers.

Expected results:

Expected program to start normally as it did with previous version.
