"Mark Selected Messages As Junk" and "Mark Selected Messages As Not Junk" are hardcoded texts in the Tools menu instead of localizeable values. They have to go into a .dtd file! see http://lxr.mozilla.org/mozilla/source/mailnews/base/resources/content/mailWindowOverlay.xul#1442
