1824040 - Session Restore should restore even if the page in the tab opened with _blank target is still loading

This is a follow-up of bug 610357.
As reported in the bug, it would be better that Session Restore restores a tab opened with _blank target even if it is still loading.
And also, in the bug, when opening a new tab with _blank target, even if it is loading, the URL will be shown to the tab title and the urlbar. Thus, as users become more aware of the currently open URL, it should be more expected that tabs will be the target of session restores.

And also, we need to consider the case of aborting reported at 1762998.
