Description: Comments won't loaded if "Scroll to hide toolbar" is on
Steps to Reproduce:
Youtube Comments will not loaded (it loading animation doesn't start too) if I on Desktop mode with "Scroll to hide toolbar" on and layout.css.devPixelsPerPx changed.

Steps to reproduce:

I achive Youtube Desktop mode by any of;

1. By the toggle on menu.
2. By opt in for that option on Youtube site.
3. Using general.useragent.ovverride config.
4. UserAgent changer addon.

Turn on "Scroll to hide toolbar", which I think is the default for Firefox Nightly.

Change layout.css.devPixelsPerPx to ≤ 1 ≥

Chromium or Webview based have no issues. Any of them have forever desktop mode toggle.
