The question we'd like to answer is how many history items are created per user per day, so that we can work out what N days of history represents in terms of total history items.
There's some existing data collection that happens at startup here [1], but we should consider if there's a better way to do this.

This will need data review as well. I'll work on that.
It was originally discussed that we should do the average on device, but I don't think that will work since we can't know how many entries we definitely got (like a new user could have 10 entries).
So we should do the averaging in the telemetry dashboard.
