1824426 - Remove about:config pref for CSS "d" property

We shipped the "d" property (for SVG path element) as enabled-by-default in Firefox 97, via bug 1744599. We don't need the pref anymore at this point.

This feature was shipped in Fx97, and it seems we don't need this pref
anymore.

Attachment: Bug 1824426 - Reorder the test manifest in dom/svg/test and layout/style/test so they are in alphabetical order.

Run ./mach lint --warnings --outgoing to reorder the tests in
dom/svg/test/mochitest.ini and layout/style/test/mochitest.ini,
to avoid Mozlint warnings.
